If you have re-set the Russian cruiser line and you are grinding back up to the T10, I recommend you put a bit of effort into it for two reasons: 1) we don't know yet how in-progress reset lines will be handled once the split happens and 2) you need to have Moskva in port to get the free T10 'special' Moskva. If you are concerned that your Russian cruiser line is one of five lines you have to T10, thus qualifying you for the Research Bureau, I can see that as a valid concern but am pretty confident the line reset will not disqualify you.

Have you already researched up to T10 in the Russian cruiser line to count that as one of your five T10's? If not, how would this split affect that? If you are up to the T8, you will still be up to the T8 once the split happens. This change doesn't take effect until 0.9.3, so you have plenty of time.
